Shawn Kittelsen, a senior executive at Paramount Games Studio, confirmed the game's existence and attributed the delay to the team's commitment to delivering high quality. Despite facing challenges such as building a studio and developing the game simultaneously during the pandemic, the team is prioritizing quality over speed.

The game, set in Occupied Paris during World War II, follows Captain America and Black Panther as they unite to combat Hydra. Amy Hennig, a seasoned industry professional known for her work on the Uncharted series, is leading the development. Paramount Games Studio, which now includes Skydance New Media following Paramount's acquisition, is dedicated to ensuring the game meets the team's high standards before its eventual release.
